8/8                Discussion with Standish Willis, Esq. regarding the report that he submitted to the United Nations citing Human Rights violations as they relate to political prisoners in the United States from 2-430 at MLK library room A-10.  901 G st NW, WDC

Earlier this year, Standish Willis and others submitted a report to the United Nations Human Rights Commission to outline the string of human rights abuses related to political prisoners and political repression in the United States.  This submission was a stakeholders report to the Universal Periodic Review which is a mechanism used by the UN to evaluate member States regarding there adherence (or lack thereof) to the Universal Declaration of Human Rights and related treaties.  Through this mechanism citizens and NGOs (e.g. stakeholders) are able to participate in this evaluation process.

The work of Mr. Willis, and others, follows in the footsteps of Malcolm X, who advised that we should not diminish our struggle by settling for civil rights, but should take our grievances to the world stage as part of a demand for the respect of our human rights.  We want to support this effort and do what we can to raise awareness and encourage involvement.  BAPO intends to join the many other organizations within the US Human Rights Network (www.ushrnetwork.org).

This program will feature Republic of New Afrika citizen and world-class saxophonist, Bilal Sunni Ali.  In the 1970s he was a member of Gil Scott-Heron’s Midnight Band.  In 1981, Bilal was charged in the “Brinks Conspiracy” case along with Mutulu Shakur and his wife Fulani Ali.  Defended by Chokwe Lumumba, Bilal and Fulani were able to beat the government’s trumped up case.  He will speak from his perspective as a life-long freedom fighter and musician. The Greatest Threat puts the government’s war on the Panthers into historical context. Marshall  “Eddie” Conway, a veteran of the Black Panther Party (and former Minister of Defense for the Baltimore chapter) who has been held as a political prisoner for four decades, has compiled the available documentation  and research on COINTELPRO, and  traced its dirty history, from the active repression of the black revolutionary movement of the 1960’s and 1970’s, to the conditions of Black America today and the dozens of political prisoners who remain in U.S. prisons on charges stemming from their involvement in the Black liberation movement.

Black people are being mass manipulated

 

Not every conspiracy is a theory; Black people are being mass manipulated.

Since 2007 I have been unrelentingly engaged in the dissemination of information asserting that as a means of maintaining its white dominance and control, the US government has been using perception management techniques against its Black population. It is a media driven program that manipulates Black people to accept white dominance over their lives by subjecting them to seeing only the fraudulent worst within themselves– while implying that they trust and admire only whites. A massive psychosocial program I refer to as the Black Matrix: a modern covert method of defending the white statuesque against its emerging Black Populous. While most Black readers intuitively already felt this was happening and therefore fully agreed with my articles, some, however, responded that my articles require authentication or verification by an expert to be quantified.

The following information is presented to meet such a need. It quantifies that mass manipulating perception management programs are very real and routinely used by the U.S. Government to promote its governmental objectives.

There are in fact many quantifying examples supporting the contention that the U.S. government pursues secret agenda’s; and that these agenda’s are often met by using mass manipulating perception management programs. Former CIA official Philip Giraldi in his article, “The Rogue Nation,” makes it clear that the U.S. government has a hegemonic agenda that it is pursuing without congressional or public awareness. The agenda’s big picture is not understood by the public or by most in Congress. Giraldi asserts that the agenda is illegal under both U.S. and international law, but that the illegality of the agenda does not serve as a barrier.

In the February issue of the American Behavioral Scientist, a scholarly journal, Professor Lance DeHaven-Smith writes that state crimes against democracy (SCAD) involve government officials, often in combination with private interests that engage in covert activities in order to implement an agenda. Examples include McCarthyism or the fabrication of evidence of communist infiltration, the Gulf of Tonkin Resolution based on false claims of President Johnson and Pentagon chief McNamara that North Vietnam attacked a U.S. naval vessel. And during the Cold War when the Pentagon sent undercover US journalists to Russia and Eastern Europe to write pro-American articles for local media outlets. More recently, the US government has used perception management techniques to promote the belief that Iraq possessed weapons of mass destruction in order to justify the U.S. invasion of Iraq. This misperception that Hussein was responsible for the Twin Tower terrorist attacks was very persistent, despite all the evidence suggesting that no link existed. Perception management programs are important in gaining public support of a military operation against an enemy.

[According to the article "The Man Who Sold The War" by James Bamford, a recent edition of Rolling Stone magazine, John Rendon and his Rendon Group, the leader in strategic field of perception management, was awarded 16 million contract from the Pentagon "to target Iraq and other adversaries with propaganda. The Rendon firm has been very influential in creating the conditions necessary to justify the war in Iraq. And it has had close ties with the US government ever since 1991, when the CIA hired the firm to help "create the conditions for the removal of Hussein from power."]

Perception management includes all actions used to influence the attitudes and objective reasoning of foreign audiences and consists of Public Diplomacy, Psychological Operations (PSYOPS), Public Information, Deception and Covert Action.[7] The Department of Defense describes "perception management" as a type of psychological operation intended to provoke the behavior you want out of a given individual or targeted group collectively. It is supposed to be directed at foreign audiences, and involves providing or discarding information to influence their emotions, motives, and objective reasoning in a way that is favorable to the originator of the information. The main goal is to influence friends and enemies, provoking them to engage in the behavior that you want.

Perception management can be used as a propaganda strategy for controlling how people view political events. This practice was refined by US intelligence services as they tried to manipulate foreign populations, but it eventually made its way into domestic US politics as a tool to manipulate public opinion. Beginning in the 1950s, more than 800 news and public information organizations and individuals carried out assignments to manage the public’s perception of the CIA, according to the New York Times. By the mid-80s, CIA Director William Casey had taken the practice to the next level: an organized, covert "public diplomacy" apparatus designed to sell a governmental objective. Sometimes it involved so-called "white propaganda", stories and op-eds secretly financed by the government. But they also went "black", pushing false story lines, such as how the Sandinistas were actually anti-Semitic drug dealers. That campaign included altered photos and blatant disinformation dispersed by public officials as high as the “then” president himself.[8] The term "perception management" is not new to the lexicon of government language. The US military has demonstrated using perception management multiple times in modern warfare. It has continued to pursue actively a course of perception management about the Iraq War. During the ongoing Iraq war the US military covertly paid Iraqi newspapers to print stories written by US soldiers; these stories were geared towards enhancing the appearance of the US mission in Iraq.

The U.S. Department of Defense (DOD) sums it up: “Perception management through propaganda is the deliberate, systematic attempt to shape perceptions, and direct behavior of a population to achieve responses that furthers the desired intent of the Government.” Perception Management programs uses propaganda as a form of communication, to further a political agenda, aimed at influencing the attitude of a community toward some cause or position. It is used to purposeful persuade and/or influence the emotions, attitudes, opinions, and actions of a community, population, or specified target audiences for ideological, and or political purposes through the controlled transmission of one-sided messages (which may or may not be factual) via mass and direct media channels. It combines truth projection, operations security, cover and deception, and psychological operations. Although perception management programs are specifically defined as being limited to foreign audiences, critics of the U.S. Department of Defense (DOD) charge that it also engages in domestic perception management.

Only the very ill-informed or very naive could believe that the U.S. government would not employ these same proven covert perception management programs to meet its unrelenting objective of maintaining its white dominance and control.

Presently, as a means of ensuring that white dominance and control is maintained, Black people are being made to see themselves through lens secretly assigned to them by government sponsored perception management propaganda programs. The United States media’s distorted portrayal of Black America that amplifies the negative to the point that it distorts reality is more than just biased media reports. They function as a media manipulation psychosocial propaganda program. It is deployed through massive propaganda campaigns that devalue African Americans. The “Mainstreaming” of negative images of Black people within the United States has been an on-going phenomenon for the past 40 years. The concept of mainstreaming is important to U.S. Government, because it creates conditioned responses in a population for eventualities to unfold without opposition or resentment:

Nightly newscasts reinforce seemingly pre-conditioned response of resentment and prejudicial images of Black people in the majority population, thereby creating a false impression of wanton Black criminality and violence.

This method provides a more contemporary and stealthy design that provides a more socially acceptable means of controlling and suppressing the Black population. Its features include the ability to both influence the national climate and engender personal psychological feelings among African Americans that ensures the continuance of white dominance. This psychosocial program adversely manipulates and shapes the minds and collective perceptions of African Americans by subjecting them to seeing propaganda depicting only the fraudulent worst in themselves.  Its unrelenting daily assault on the Black psyche is designed to break down African Americans’ sense of racial unity and allegiance, mold the character of self-hatred, and engender self-doubt, self-loathing, and division among their group that weakens their ranks.  It also conditions Black people to accept white dominance over their lives by convincing them that it is now they that are their own worst enemies. 

Furthermore, it also heightens mass insensitivity throughout the nation and world regarding the plight of African Americans therefore facilitating a consensual nationally setting for Black mistreatment. It fosters false justifications for America’s legal system’s mistreatment of African Americans; wherein they are disproportionately incarcerated, given stiffer sentences, and unfairly treated.  The effects of this massive psychosocial program are also manifested in ideas, education, governmental policies, economic stratification, social segregation, housing markets, hiring and promotion practices, psychological issues, and minority access to a variety of social services and opportunity. It also affects attitudes that, when enacted through governmental policies, laws, and other legislation actions, serve to ensure that African Americans will not advance.[ A study published in the most recent issue of the journal Sociological Inquiry, ScienceDaily (Aug. 23, 2009) —sociologists from four major research institutions supports the hypothesis that large populations can be manipulated in this way.]

This psychosocial program is at the core of the feeling of self hatred that many African Americans now experience as well as the feelings of superiority that many whites possess. The objective of the United States government has always been to maintain its White dominance over its Black population, and clearly mass psychological manipulation meets this need–because it covertly creates a national climate that allows the government to suppress consensually the advancement of its African American population and to maintain its White dominance.   Furthermore, history overwhelmingly demonstrates that the White race’s innate proclivity for racism, control, and dominance is much too deeply engrained for them to just merely give up their practices of implementing suppressive methods over its African American population. Clearly, the method of psychological warfare provides the United States Governmental elites with a method for meeting this need but doing so with the added benefit of not appearing racist. It was perfectly suited for the changing times.  Unlike the extremely cruel and public racism used in the past, which Blacks were able to easily identify and thus unify to form counter strategies against, racism through psychological warfare is much harder to detect.  Armed with this method, the U.S. government could maintain dominance and control with less social fallout because racism is not as easily recognized.

Africans, forced to fight for our survival during Hurricane Katrina, face ongoing terror at the hands of the State

WASHINGTON, D.C. – From July 10 – 14, black freedom fighters and our allies from all over the world will converge on Washington, D.C. in one of the most important meetings in this era of struggle. The official convening of the 5th Congress of the African People’s Socialist Party will set a black agenda that is separate and independent from Barack Obama’s Democratic Party, and Michael Steele’s Republican Party.

So many of our people were led to believe and actually thought that the election of Barack Hussein Obama as U.S. president would mean a better life for us. But the fact is that conditions of existence for black people have worsened.

The police are still shooting and beating us in the streets and in our homes, to which the police murder of 23-year-old Trey Joyner only blocks away from the White People’s House where Obama resides bears witness, as does the nation-wide broadcast of a white cop in Seattle, Washington assaulting two black teenage girls in broad day light while the cameras of cell phones rolled; and of course the murder of our baby, 7-year-old Aiyana Jones in Detroit, where the police burst in throwing hand grenades and firing weapons of mass destruction.

The big banks and insurance companies steal the people’s money and property and get caught, and still don’t have to return the money or property, or go to jail, but instead are rewarded in the form of big bucks bonuses, and so-called bailouts. The people are held in such contempt that Obama can say that a worthless, good-for-nothing insurance company is too big and important to the people’s survival to fail. The contempt extended to Obama’s bail out of the swindling auto makers industry, whose executives all flew to the meetings in their expensive private Lear Jets, while the people in Detroit stand in the unemployment and food stamp lines.

Adding fuel to the fire, the Obama regime, which is on a permanent war footing, is attempting to solve the unemployment crisis by building more prisons and putting more of our African men and women into the already bursting at the seams prison system.

The big landlords and greedy mortgage companies are evicting us at unprecedented rates. Our children are getting kicked out of public schools. For them, college is but a fleeting illusion. Prison cells await them. Africans are still being denied the ability to return home to New Orleans while the victims of Hurricane Katrina continue to face ongoing terror at the hands of the State.

These horrendous conditions are why the African People’s Socialist Party is here to say, join this great movement to set a black agenda that will solve the problems of the working and poor black people.

To paraphrase the words which appeared in the 1st Edition of the Black Panther Party newspaper, of April 25, 1967, more than 40 years ago,

Are Black people being socially engineered by mass self-hating propaganda?

Propaganda is a form of communication, often secretly sponsored by governments to further a political agenda, aimed at influencing the attitude of a community toward some cause or position. It is used to purposeful persuade and/or influence the emotions, attitudes, opinions, and actions of a community, population, or specified target audiences for ideological, and or political purposes through the controlled transmission of one-sided messages (which may or may not be factual) via mass and direct media channels.

Propaganda is the deliberate, systematic attempt to shape perceptions, and direct behavior of a population to achieve responses that furthers the desired intent of the propagandist. As opposed to impartially providing information, propaganda in its most basic sense, presents information primarily to influence an audience. It often presents facts selectively (thus possibly lying by omission) to encourage particular responses to the presented information. The desired result is a change of the attitude towards and among the targeted group–a respond often appealing to emotions rather than intellect. It is a powerful weapon that dehumanizes and creates hatred towards and among particular groups by producing false derogatory statistics and stories about them. It causes the majority population to fictitiously feel that the targeted group has inflicted an injustice and also causes internalized self contempt among the targeted group.

This method of Propaganda is often secretly used by governments, to meet covert governmental objectives. This article is about how it is now being used against Black people as a means of ensuring that white dominance and control be maintained.
